Tender Issuer METRO LíNEA 1 S.A.S., in its capacity as Concessionaire of the First Line of Bogotá Metro Project (PLMB), a company duly incorporated and validly existing under the laws of the Republic of Colombia, with its registered office at Calle 28 #13A-15, Edificio Davivienda CCI, Piso 33, Bogotá, D.C., Colombia. 2. Project Overview - Project: Primera Línea del Metro de Bogotá (“PLMB” in abbreviation) - Location: Bogotá, DC., Colombia - Project overview: First Metro Line of Bogotá is a 23.96 km long elevated Mass Rapid Transit (MRT), with the U-beam viaduct structure among sections, it has 16 stations, 1 depot, 1 control center and 1 backup control center. The maximum design speed of the metro is 90 km/h, the maximum operation speed is 80 km/h and the average operating speed is 42.5 km/h. Fully automatic operation with level of GOA4 is adopted for the whole line. The project will provide the city of Bogota? with a mass passenger transport system in order to improve the mobility of the city’s inhabitants. The metro line travels through 9 districts of the city including Bosa, Teusaquillo, Kennedy, Puente Aranda, Mártires, Antonio Nari?o, Santa Fe, Barrios Unidos, and Chapinero, which will facilitate the mobility of citizens from the southwestern zone to the centre and north of the city and vice versa. 3. Bidding Scope - Materials: Supply of Emergency Lighting Fixtures - Quantity: Refer to BOQ The detailed scope and technical requirements for the related works are specified in Section 2 of RFQ documents. 4. Bidder Qualification 4.1 Legal Capacity The Bidder shall be: i. A single legal Entity, duly incorporated under the laws that maintains diplomatic relations with Colombia and submitting a Bid on its own; or ii. The Bidder shall not be any type of joint venture (e.g. consortium, temporary union, etc.) and shall be a manufacturer or agency with a Manufacturer's Exclusive Authorization for PLMB. iii. The awarded bidder's contracting party needs to be the same as its bidding party. The tenderer’s contracting party will be confirmed by the Tenderer after that. iv. There shall not be any direct or indirect control relationship between the shareholders, actual controlling shareholders, directors, supervisors and senior management of each bidder. 4.2 Financial Capacity To be qualified for the award of a contract, the Bidder must have the necessary financial capacity to perform the contract until the end. To prove their capacity, the Bidder must submit the following requirements: i. Audit Financial Reports for the last 3 years ii. Income statement accounts of the last period iii. Financial statements as of December 31 of the last 3 years of fiscal closing   4.3 Work Experience and Qualifications i. The Bidder shall have successfully supplied similar emergency lighting fixtures for overseas projects (with priority given to experience in Colombia), and shall have the proven capability to provide maintenance and after-sales support in Bogotá.The Bidder shall supply the complete Emergency Lighting Fixtures in full conformity with all applicable standards as set forth in the Technical Specifications, and all products shall carry the corresponding quality certifications as required. ii. For FOB quotations, Chinese and third-country Bidders shall provide full and timely cooperation to the Purchaser in preparing and submitting all documentation required for import customs clearance in Colombia, including but not limited to commercial invoices, packing lists, bills of lading, certificates of origin, and any other documents necessary for the Purchaser to complete the import formalities. iv.
